East Java Commemorates 117th National Awakening Day by Strengthening Public Health Services

The commemoration, held at the Grahadi State Building on Tuesday (20/5/2025), was led by East Java Governor Khofifah Indar Parawansa. The event included the signing of an Integrity Pact for Consolidated Procurement of Goods and Services by 14 hospitals under the provincial government.  

This move is seen as a strategic effort to enhance budget efficiency and healthcare service quality for East Java residents. 

Governor Khofifah emphasized that the spirit of national awakening should go beyond ceremonial gestures. Amid global uncertainty, rapid technological transformation, and climate challenges, regional policies must be responsive and adaptive.  

"In these conditions, East Java must interpret national awakening as a collective call to rise, aligning with this year’s theme: ‘Rise Together to Realize a Strong Indonesia,’" said Khofifah on Tuesday (20/5/2025).  

She added that one of East Java’s development priorities is improving public health standards through quality, accessible healthcare services.  

"Planned programs and policies include accelerating poverty alleviation, expanding quality employment, strengthening human resources, and enhancing public health through *‘health for all’* with quality services," she stated.  

The integrity pact was signed by the Head of East Java’s Health Office, Erwin Astha Triyono, and directors of 14 Special Organizational Unit (UOBK) hospitals under the provincial government. The signing proceeded sequentially, starting with hospital directors, followed by the Health Office Head, and finally the Governor.  

The hospitals involved are:  
1. Dr. Soetomo Regional General Hospital  
2. Dr. Saiful Anwar Regional General Hospital  
3. dr. Soedono Regional General Hospital (Madiun)  
4. East Java Hajj Regional General Hospital  
5. Menur Mental Hospital  
6. Karsa Husada Regional General Hospital (Batu)  
7. Sumberglagah Regional General Hospital (Plt.)  
8. Mohammad Noer Regional General Hospital (Pamekasan)  
9. Dungus Regional General Hospital  
10. Daha Husada Regional General Hospital  
11. Husada Prima Regional General Hospital (Plt.)  
12. Jember Lung Hospital (Plt.)  
13. East Java Community Eye Hospital  
14. Mangunharjo Lung Hospital (East Java Province)  

Erwin Astha Triyono explained that this initiative stemmed from internal evaluations and input from a retreat attended by speakers from the Corruption Eradication Commission (KPK).  

A key discussion point was creating an efficient procurement system free from potential misconduct.  

"Following the Governor’s directive, the retreat highlighted the need for efficient procurement of goods and services," Erwin said after the ceremony.  

He stated that the integrity pact reflects a shared commitment to transparent and accountable procurement.  

"This pact ensures procurement is transparent, accountable, and—most importantly—more efficient, effective, and maintains quality," he added.  

Erwin noted that consolidation—or a holding approach—allows hospitals to jointly manage their needs, enabling bulk purchasing for better pricing.  

"By consolidating, we can identify each hospital’s needs. Pooling demand allows us to secure the best prices," he explained.  

The consolidated procurement covers medical devices, disposable medical supplies, and medicines—critical components in hospital curative services.  

"Essentially, all hospital needs, including medicines, will be included. This holding spirit ensures cost savings while maintaining service quality," Erwin affirmed.
